If you or anyone you know is experiencing homelessness and need housing, help is available through Home Connect. Call 1-800-498-8847 to connect with a staff member from an agency in Riverside County who can help you start the process to secure housing. Their hours are: M-F 8am-5pm.

If you are experiencing homelessness and need housing, help is available through Home Connect. Call 1-800-498-8847 to connect with a staff member from an agency in Riverside County who can help you start the process to secure housing.

Our Housing Support Program also helps secure housing for eligible CalWORKs customers who are experiencing homelessness or are at-risk of homelessness. The program offers several benefits including housing outreach and placement, hotel/motel vouchers, and rental assistance. Call (833) 391-0506 or email HSP@rivco.org for more information.

Riverside County’s Housing Authority offers a variety of housing programs. Learn more and apply online by visiting www.harivco.org or call (951) 351-0700.

The Emergency Housing Voucher (EHV) program is a new affordable housing program serving low-income families across the country.  EHV helps families locate rental housing and provides financial assistance to make their rent affordable.  HACR began accepting referrals for the EHV Program from the Riverside County Coordinated Entry System and Victim Services Providers on October 4, 2021, and is authorized to serve up to 354 families.

Families must be low-income and meet at least one of the following categories:

  1. Homeless
  2. At risk of being homeless
  3. Fleeing or attempting to flee:
    1. Domestic violence;
    2. Dating violence;
    3. Sexual assault;
    4. Stalking; and/or
    5. Human trafficking
  4. Recently homeless, and rental assistance will prevent a return to homelessness or high risk of housing instability.

The EHV program does not use a waiting list to admit individuals and families.  Instead, individuals and families will be referred to HACR through the Riverside County Coordinated Entry System (CES) or a victim service provider (VSP) with whom HACR has a referral partnership.  *HACR cannot accept applications directly from individuals and/or families.

Riverside Housing Authority

The Riverside Housing Authority website has several emergency and cold weather shelters available:

Family Emergency

This 60-90 day program is offered to single parents with children, couples with children and single women. It offers a safe haven to help families move toward self-reliance, where case management focuses on rapid re-housing, employment and increased income. It is a dormitory setting with 50 beds. Proof of custody, social security numbers for all members and identifications for adults are required for entry.

Community Emergency

The Path of Life Community Emergency, operated by Path of Life Ministries in partnership with the City, provides year round shelter connected with case management services for homeless men and women. This shelter is a 30-60 day program that serves adults by providing temporary housing along with assistance in obtaining important documents, job readiness, computer workshops, counseling, meals, hygiene supplies and bible studies. This program holds 129 beds for qualified single men and women with separate dormitories for each gender.

Cold Weather

The Path of Life Community Emergency Shelter provides an additional 72 beds from December to mid-April. These beds are provided on a night-by-night basis under the federal cold weather shelter initiative in cooperation with the County of Riverside.

The Place

The Place is operated by Jefferson Transitional Programs in partnership with the County of Riverside Department of Mental Health and is a safe haven drop-in and permanent housing program that seeks to engage the chronically homeless person who carries a primary diagnosis of a serious mental health disorder.

Hulen Campus

Is a ONE-STOP MULTI-SERVICE CAMPUS centralized service environment to provide short-term emergency shelter along with a range of supportive services critical to assisting homeless individuals and families in addressing their issues and achieving housing stability.

We offer a wide range of programs and services to meet the needs of individuals, families, veterans and unaccompanied youth affected by a housing crisis.

We help them and their families by providing programs, information and resources to assist in their journey. We also help by raising awareness through public outreach and media.

What is Public Housing?

Public housing was established to provide decent and safe rental housing for eligible low-income families, the elderly, and persons with disabilities. Public housing comes in all sizes and types, from scattered single-family houses to high rise apartments for elderly families. There are approximately 1.2 million households living in public housing units, managed by some 3300 PHAs.

The PIH Customer Service Center was created to serve as a central source of information for all programs operated by the Office of Public and Indian Housing.

The PIH Customer Service Center is designed to provide information to the general public, Public Housing Agencies, Public and Indian Housing residents, members of resident associations, recipients of Housing Choice Voucher assistance, housing professionals, members of local Boards of Commissioners, landlords and HUD staff on various aspects of Public, Indian and Assisted Housing Programs.

Rental Assistance

Funding is available to assist low-income renters in the City of Riverside who have been impacted financially by the COVID-19 pandemic with past due rent and utilities and 3 months of forward rent.

To be eligible, households must:

  • • Be leasing property within the City of Riverside city limits
  • • Household’s income cannot exceed 80% of the Riverside County’s income limit

The Family Self-Sufficiency (FSS) Program

The Family Self-Sufficiency (FSS) Program

This is a program which assists families receiving federal rental assistance move to economic independence so they are free of any governmental assistance.

What does family self-sufficiency provide? 
A chance to meet with other FSS families to:

  • Receive support and encouragement
  • Network
  • Hear other people's stories and realize they are not alone
  • Bridge the social isolation that is characteristic of families in distress
  • Receive information about community services and current job openings
